It is with great regret that we report the death of Councillor David Hall on Thursday 2nd February 2012.

 

David had been a member of the Parish Council for many years.

 

He had also been a Ward Councillor for Rotherham Metropolitan Borough Council

PRECEPT FOR 2012/13

 

The Parish Council precept for 2012/13 has been set at £44,105 - an increase of 4.9% which is just below the current inflation rate. The precept had been frozen for the previous 2 years. The Council had hoped to avoid an increase this year but it is now responsible for expenditure previously carried by RMBC - in particular the Youth Club and grass cutting on Doctor Lane / Winney Hill recreation grounds. The increase is well below the level  of the additional financial responsibility the Parish Council has taken on.

REFURBISHMENT UNDERWAY

 
 
For the past couple of years the Parish Council has been attempting to raise money to refurbish the Village Hall. The Hall is extensively used across the Community but is looking a bit old and tired and in need of a spruce up.
 
 
We have had some success recently and have secured a grant of £19000 from The Veolia Environmental Trust. This combined with some earmarked Parish Council reserves means that Phase 1 of the refurbishment can commence shortly.
 
 
Roof repairs and repointing of exterior brickwork will be undertaken during February and March. We will also be installing a new boiler, re-fitting the kitchen and refurbishing the lounge. The main hall will remain open during the work but the kitchen and lounge will be closed for around 4 weeks between mid February and mid March. If anyone has any queries about arrangements during the closure please contact Ian Lloyd on 01909 773942.
 
 
Work to secure other funding continues and we are hopeful that further work can be done later this year.

THE GOOD AND THE BAD

 
 
The Parish Council knows that there are people in the Parish who are regularly going out to pick up litter – around the Ponds, along Hard Lane and in other places in Harthill and Woodall. This is not only very community spirited but also helps to keep the villages looking their best. A very big thank you to all concerned.
 
 
On the other side of the coin there seems to be an increase in dog fouling across the Parish. Our handyman Jim Ellam has noticed this particularly on Spens Field and has often had to clear dog mess from sand in the play area. It isn’t Jim’s job to pick up dog mess – it is entirely the dog owner’s responsibility – but there still seem to be some who think it is OK to let their dog foul a playground and just leave it for others to clean up.
 
 
There are heavy fines for this kind of irresponsible behaviour and anyone caught will be reported. If you witness dog fouling then PLEASE report it. You can ring Streetpride on 01709 336003 or let a Parish Councillor or the Clerk know. It will only take a couple of prosecutions and it will stop.

2012 EVENTS

 
Are you having an event of any kind during 2012? The Hart is delivered quarterly to every household in the Parish and is a great place to advertise what is going on. This year, The Hart will be published during the last week of April, July and November and the deadline for copy will be the 18th of each of these months. Please contact the Clerk if you would like your event to feature. The Parish Council website advertises community events all year round so please contact the Clerk if you would like some publicity for your group or event.

BROADBAND

 
 
Digital Region is a groundbreaking project providing South Yorkshire with the best superfast broadband coverage in the UK.
 
 
Over the past two years Digital Region Ltd has built a 350 mile fibre optic network across much of South Yorkshire. It is very much hoped that this will be extended to cover Harthill with Woodall and Thorpe Salvin Parishes during 2012-13.
 
 
Digital Region has asked the Parish Council for some help in undertaking initial research with local residents about current broadband usage and potential demand for an improved service. There are four questions: -
 
 
1) Do you use the Internet and do you currently have a broadband connection at home or at work?

2) Are you happy with your current broadband connection? What broadband speeds are you currently experiencing?

3) Would you be interested in getting an upgraded broadband connection allowing you access to greater broadband speeds?


This is an excellent opportunity to demonstrate the demand for such a service within the Parish and demand will be a crucial factor in any decisions taken. NEW WORKSOP MULTIPLEX CINEMA DUE

 

The construction effort at Worksop’s brand new multiplex cinema has reached a major milestone today with the installation of custom-produced windows spanning the height of the building, breathing life into the cinema’s shell and marking the closing phase of its external development.

Each of the 65 window panes, which measure an impressive 1.6 metres by 3.2 metres, are the largest size capable of being manufactured within the United Kingdom and will provide a unique focal point for the cinema as well as an impressive backdrop for Worksop town centre.

James Collington, Managing Director for Savoy Cinemas, said: “We’re delighted to have reached this exciting and significant landmark in the construction process which illustrates both the efficiency and dedication of the team involved.  

“We are committed to providing a fully-accessible, state-of-the-art multiplex cinema to serve the Bassetlaw community who, until now, might otherwise have had to travel outside the district to catch the latest blockbuster.”

The structural scaffolding that supports the multiplex shell will be stripped over the coming weeks and the highly advanced roofing technology, known as a composite clad system, which has the capability to expand and retract in line with acoustics will also be completed.

The multiplex is costing £3 million to build and once completed in March 2012 it will boast the very latest in digital 3D technology and Dolby 7.1 sound within six, fully air conditioned, auditoriums capable of housing more than 900 people

PLAYGROUND VANDALISED AGAIN

 

The outdoor multi-gym, only installed in April this year, has been seriously vandalised for the second time.

 

Information panels for the four pieces of equipment were destroyed in July and finally replaced on Wednesday 30th November, at a cost of £1300. Two days later most of the panels were smashed again. The panels are advertised as virtually unbreakable so a great deal of force and effort has been used in order to do this. We have reported the matter top police who are treating it as criminal damage.

 

It is unlikely that the panels will be replaced again.

YOUTH CLUB REOPENED

 

After a break of 3 months, Harthill Youth Club reopened on Monday September 12th.
 
 
Closed as part of Rotherham MBC cuts, the Youth Club is now run in partnership between the Parish Council and the Kiveton Park based youth community group JADE. Negotiations have concluded with RMBC who have kindly gifted all the equipment from the former club to the Parish Council.
 
 
The club starts at 6.30pm each Monday and offers a range of activities including pool, table tennis, Wii, DJing and even cookery!
 
 
The club made a successful start on its opening night but there is plenty of room if you want to come along. Just turn up and see what’s going on.

NEW BUS SERVICE 27

 

From Sunday 24 July 2011, a new bus route, the 27, will run between Harthill and Rotherham Interchange. The route will be operated by First and will involve a direct, no change service to Kiveton Park including the medical centre.

MORE VANDALISM

 

Following on from last week's demolition of the information panels for the fitness equipment, we have now had dozens (if not hundreds) of bottles smashed over all parts of the playground and also the car park. The playground is therefore closed until further notice and any user does so at their own risk.

 

There are signs (below) displayed at the play area. It is very sad to see things like this in Harthill. Once again, if you have any information about this please phone the police on 01142 20 20 20 or contact the Clerk or a member of the Parish Council

NEW PLAY EQUIPMENT VANDALISED

 

The new fitness equipment, recently installed at the Woodall Lane play area has been quite significantly vandalised. The actual equipment itself is very heavy duty and is OK, but the information boards accompanying the equipment have been smashed to pieces. It is already known that two local children have suffered injuries as a direct result of the damage done.

 

The damage was clearly done with a heavy object such as a brick or a hammer. It must have taken a while and caused a lot of noise. The bulk of the vandalism occurred on the evening of Friday 8th July. Did anybody see or hear anything? If so, police contact the police on 01142 20 20 20 or you can make an anonymous report to a Parish Councillor or the Clerk.

 

The Parish Council has reported this matter to the police and is taking this very seriously. Should the culprits be apprehended we will prosecute and pursue the maximum punishment possible.

 

Please help to keep Harthill free of this kind of mindless behaviour. If you know anything about this incident, please report it.

YOUTH CLUB TO CLOSE

 

Due to a cut in the Rotherham Council Youth Service budget at the end of June there will no longer be a youth club in Harthill.

 

At the moment the Parish Council is negotiating with RMBC for one of their mobile Youth Clubs to attend one day a week from the end of June through the summer. Whilst that is operating we hope to explore the possibilities of a club mainly staffed by volunteers. RMBC would pay for any CRB checks and if a volunteer wished to undergo training towards an NVQ they could arrange that too. However we would still need a fully qualified person to take overall control of the club. Is that you?

 

RMBC has promised all the help they can except of course financial!! As services are gradually being eroded there are many we cannot do for ourselves but maybe, just maybe, this is one we can. The youth club members themselves have already made a coherent and impassioned appeal to the powers that be but it seems that the decision has been made. We could, with voluntary help, become the envy of other Parishes and revive the club to how it used to be, vibrant and thriving.

GRIT

 

 

The Parish Council took a decision at the meeting last Tuesday to purchase a further supply of grit / rock salt for the green grit bins which are situated at Northlands, Crescent and Serlby Lane. A metric tonne has been ordered and will be delivered early next week.

 

 

The grit in the green bins, as is the case with the RMBC yellow bins, is ONLY for use on roads and pavements in the vicinity of the bin. It is NOT for gritting private paths or driveways. The Parish Council does not get any grit supplies from RMBC. It has to buy it at commercial prices and it is very expensive.  

 

 

RMBC yellow grit bins have recently been filled up. The Parish Council green bins will be filled by Wednesday 22nd December.

 

 

Please help us to preserve supplies by using the grit sensibly and not taking it home!

SNOW - THURSDAY 9th DECEMBER

SNOW - WEDNESDAY 8th DECEMBER - UPDATE

 

Woodall has had a black bin collection today. Harthill should be done tomorrow but there are no guarantees. Advice from RMBC is that black bins only should be put out daily until they are collected. Please leave your bin in an accessible place. There will be no green bin collections until further notice. Black bins will be collected on a weekly basis for the time being.

 

Rumours have been spreading about non delivery of post. None of these are true. Because of the unprecedented weather and resulting conditions there is a huge backlog at the sorting office and the Post Office staff are endeavouring to get it delivered as soon as possible. Post deliverers have been working in Harthill yesterday and today. 

If you are waiting for an urgent delivery you may be able to collect it from the sorting office - please ring Dinnington Delivery Office on 01909 568077 for further advice.

 

Parish Council grit (in the green bins) has now gone and won't be replaced in the near future.

The new green grit bins have been in use for only 3 weeks and almost a ton of grit has been used during that time. The grit was intended for use AT THE SITE and the signage on the bins clearly stated that. However, some people have clearly helped themselves to it for home use, including someone using a wheelbarrow to take it away. Even the shovels supplied with the bins have been stolen. This is very disappointing at a time when most people in the village have been very helpful and supportive to each other.

A decision on the future of the bins will be taken at the Parish Council meeting next Tuesday. In the meantime we will purchase more grit and spread it on roads and pavements as intended, within the limited manpower resources we have.

Once again severe conditions are affecting most things in Harthill and Woodall with sub-zero temperatures set to continue for some time. Road conditions are still treacherous with the road from Woodall to High Moor the worst affected. It will be a while before things return to normal but there are signs of improvement.

 

Harthill surgery is open on Tuesday but may be later than usual. Kiveton surgery is more or less back to full strength

Once again there appears to be no public transport bus service to Harthill or Woodall today. Further information is being sought.

Rotherham Borough Council gritted the main roads in Harthill on Friday evening and further gritting is expected on Saturday. Roads are still treacherous so extreme care needs to be taken. It is likely to remain like this for some days yet.

 

RMBC are working on Hard Lane (Saturday) to make it more accessible.

 

There is still no bus service to or from Harthill. We hope to have further information on this on Monday.

 

The Coop is currently well stocked except for bread which is expected later today.

 

The bakery is open until 2pm on Saturday and is making a lot of bread

 

The butchers is open until 2pm on Saturday and is well stocked

 

The greengrocer is open normally but stocks are becoming more limited.

Many of the roads have been ploughed overnight. Unfortunately no gritting was done by RMBC because of the inefectiveness of rock salt in extremely low temperatures. Great care needs to be taken if driving - it may look a lot easier but probably isn't. Further areas will be ploughed today.

 

A full delivery is expected to the Coop today. If it gets through then the shop will be fully stocked. If it doesn't we'll be making strong representations to the Co-op HO about getting a smaller vehicle to supply to Harthill. The expected milk referred to in the previous entry unfortunately didn't materialise. We should know more by about 11am.

 

The surgery will be open this morning from around 10am

 

Butchers, bakery and greengrocer are open. Bakery only expected to be open this morning.

SNOW - THURSDAY 2nd DECEMBER UPDATE

 

The Parish Council has organised a snow plough (thanks to John Wilks of Loscar Farm!) which will be operating in the village tonight and tomorrow. RMBC will be gritting the main roads overnight.

 

We have also managed to organise volunteers to transport Harthill Coop stock which has been stuck at Kiveton Park. The first bread in 3 days has arrived this evening. Milk should be in stock from early tomorrow morning. Other volunteers with 4x4 vehicles are needed. SNOW - WHAT'S OPEN IN HARTHILL? (THURS 2nd DEC)

 

More snow overnight so the situation has not really improved. 

 

Doctor Say is attending Harthill surgery on Thursday morning to deal with emergencies. Someone will also be available to handle prescription requests. District nurses are getting out but are subject to severe delays. The Kiveton surgery is open but operating a skeleton service. Please ring 01909 770213 for further information.

 

Only the Coop and butchers are open in the precinct. The Coop is open from 7am until 10pm as normal and they are hopeful that new supplies of bread and milk will arrive today although this is not guaranteed. Kiveton Coop has milk and bread in stock (as of 9am!)

Following an excellent turnout at the two bowling green open days in September which led to 18 new members being recruited, the Parish Council has voted to continue to support the green.

SAVE OUR BOWLING GREEN!

 

Why? What’s the problem? Subsidence? Lawn Blight? Moles?

 

 

No. None of these. It is in excellent condition and is one of the best in South Yorkshire.

 

 

The simple problem is that very few people are playing on it - down to seven at the last count. This means that it’s very expensive and uneconomical to run. Maintenance of the bowling green costs £4,000 per year which is nearly 10% of the entire Parish Council budget.

 

 

The bowling green will close permanently at the end of this season unless we can form a new club with enough members to make its continuance worthwhile. To give this the maximum chance of success, the Leisure Centre and the Parish Council have organised two open days on:-

 

 

Saturday 11th September (10am until 2pm)

Saturday 18th September (2pm until 6pm)

 

 

If you’ve ever wanted to try the game then now is the time to do it. Come along on one of the days, play for free, and receive free coaching from the British National Crown Green Bowling Coach, Alan Tizzard. Equipment will be provided.

 

 

We want to form a new club and need a minimum of 25 people to make it viable. If we are able to form the club, anyone who joins before the end of September will get next year’s season ticket, and unlimited bowling, for just £40 (one third off the usual price) AND the remainder of this season free. Further discounts are available for juniors (under 16) or family membership. Juniors must be supervised.

 

 

It’s the last roll of the jack for the green. So if you want to keep it, then come along and support it! Men, women, old, young. All are welcome.

HARTHILL'S NEW WIND TURBINES ERECTED

 

The new turbines on Loscar have now been erected. They will be commissioned in the next few weeks and are scheduled

to come on stream by early September. They were lifted into place using a giant crane and were complete in only a few days.

Little or no damage has been caused by bringing these huge installations along the lanes from the A619 Chesterfield Road.

MEGA ACTIVE SUMMER!

 

Rotherham MBC Culture and Leisure Services have teamed up with over a dozen community partners, including Harthill with Woodall Parish Council, to bring you and your family another great Mega Active Summer!

 

In Harthill we will have two weeks of multi-sports activities on Spens Field during w/c 26 July and w/c 9 August. 10am to 12 noon for 5 - 7 years and 10am to 3pm for 8 - 14 years. Costs are just £1 per morning session (or £4 per week) and £2 per full day session (or £8 per week.)

Other activities include multi-sports camps in other nearby communities, Yorkshire RFU Rugby coaching camps, gymnastics, cheerleading, summer soccer schools with Rotherham United FC, fencing, golf, archery, outdoor adventure camps plus much, much more! With so many activities on offer the school holidays will fly by!

 

Plus this year will see the first Rotherham Summer Games at Herringthorpe Stadium and the return of Play in the Park at Clifton Park.

VILLAGE HALL REFURBISHMENT - OPEN EVENING 12th JULY

 

Encouraging progress is being made, with the help of the Parish Council, for the present Village Hall Management Committee to become a limited company with charitable status.

 

 

This will enable funding to be sought to provide much needed improvements to the building.

 

 

A professional feasibility study is in progress to establish what improvements or changes can be made and the projected costs involved, in order to benefit all users of the hall.

 

 

An open meeting is planned for Monday 12th July at 7.30pm in the Village Hall lounge for any members of the community to attend to view what is being considered, to comment and/or put forward any constructive ideas they think would be of benefit.

Rotherham Metropolitan Borough Council has announced a scheme which enables people to park free in Council run car parks and on street bays all day on Saturdays. This extends the existing scheme which allows free parking after 3pm on a week day.

Work is progressing on the installation of the three turbines on Loscar farm. New access roads, the control building and the concrete bases have been completed.

BLUEBELL WALK - SUNDAY MAY 9th

 

Sunday 9th May was bright and sunny and a group of 22 people gathered at the top of Serlby Lane ready for the walk. The first stretch within the parish boundary was soon checked, with stiles photographed and overhanging shrubs examined.  The path through Grange farm was easily found and was well marked.

 

We soon found ourselves at Castle Hill Farm where the path across cereal fields was less well defined.  A mixture of road and field walking brought us to Barlborough where we ate packed lunches and one or two of the party visited the pub for refreshment!!

 

After Barlborough we crossed under the motorway into High Dam Wood which was spectacularly carpeted with bluebells.  Many cameras clicked and there were lots of 'oohs and ahhs.'  Their colour and scent were magnificent.  A perfect English bluebell wood.

 

Next onwards to High Wood where again we were treated to a display of flowers which stretched around us for 360 degrees.  Many people said they had never seen such a beautiful display.

 

It was amazing that even though we were only a couple of miles from Harthill quite a few walkers completely lost their bearings and didn't know where they were!!

 

Back to reality, across the motorway into Barlborough Park, along the motorway service road, onto the third pond and back into Harthill.

 

 

Everyone enjoyed the 7 mile walk and requests were voiced for other Parish walks later in the year. Our parish footpaths do need walking regularly and we would be delighted to act as guides in the future.  Look out in The Hart and on the website for future details.

2 NOVEMBER: GRAFFITI

 

Over the past week or so we have been having problems with graffiti at the Woodall Lane play area. The graffiti is mainly of the usual mindless, semi-literate variety but some of it is quite offensive. We clean it off and it comes back worse. Local residents have also suffered from this.

 

As this constitutes criminal damage, the Parish Council will be taking every step to identify the culprit(s). When found, we will DEFINITELY prosecute and push for the maximum available punishment. We will also be seeking substantial costs.

 

The Parish Council would be grateful for any information which may lead to a successful prosecution of the moron(s) responsible. Please contact a member of the Parish Council or the Clerk if you are able to help.

Recent bus timetable changes, which were introduced without any prior consultation, appear to have significantly disadvantaged many local residents.

Free Bee is a new free bus service operated by South Yorkshire Travel in Rotherham Town Centre.

26 SEPTEMBER - WOODALL LANE PLAY AREA

 

 

The new play area has bedded in quite well after early problem and is now looking a lot better. It certainly seems very popular with the children of Harthill and Woodall.

 

 

We are always seeking to improve both play facilities and the infrastructure of the site. Over recent weeks there have been improvements to fencing, a new bench and picnic table, new benches on Spens Field and new litter bins. Fortnightly maintenance is expertly carried out by Groundwork Creswell who are also sorting out the drainage problem.

 

 

To improve things further will take money and the Parish Council cannot raise this by itself. There is a Steering Group for the play area which urgently needs public representation if it is to be able to raise funds. If you are a parent or grandparent who uses the play area or a member of an organisation concerned with play and can spare an hour every couple of months please contact either Joy Pattison on 772727 or Barbara Gunby on 771328

As previously advertised, there are now four new benches on The Tom Wakefield Way, making a total of 8 in all. All of the benches have kindly been donated by local residents.

 

A new bench and picnic table are being installed on the Woodall Lane Play Area this week, together with three new benches on Spens Field.

 

Finally, the WI bench on Festival Verge, which met with a nasty accident earlier this year, will be replaced by the end of October.

12 JUNE - OFFICIAL OPENING OF WOODALL LANE PLAY AREA

 

 

The new play area was officially opened on Friday 12th June by the Rt. Hon. Kevin Barron. Member of Parliament for Rother Valley, and representatives of the School Council of Harthill Primary School.

 

It was an excellent day. The weather was very kind to us (for once) and the children had a great time.

12 JUNE: PLAY STEERING GROUP

 

It hasn't been plain sailing with the new play area. Initially there were problems with drought and grass not growing. Then we had several severe downpours which has led to flooding. We know there is an increase in litter and occasional anti-social behaviour. We are working very hard with Rotherham Borough Council to resolve these issues but local help is also needed.

 

We are trying to form a steering group to help manage things such as maintenance, litter, security as well as fund raising for future development. If you have an interest in the new play area and want to help, please contact either the Clerk or any Parish Councillor.

4 JUNE - TREASURER NEEDED

 

 

 

Harthill Carnival Society is looking for a new treasurer to take over the role from our existing treasurer after many years of dedicated service to our organisation. The role involves maintaining all incoming and outgoing expenditure throughout the year including the Carnival Day itself. A prudent and trustworthy individual is essential. This is a very valuable role within our organisation without which we cannot function.

16 MAY - MEGA-ACTIVE COMES TO HARTHILL

 

Following the success of the Easter holiday play scheme which attracted over 40 participants, the Parish Council will be sponsoring further play schemes this summer as part of Rotherham Borough Council’s MEGA-ACTIVE programme.

 

MEGA-ACTIVE is a multi-sports play scheme and it will be available in Harthill (on Spens Field) for 2 weeks during the school summer holidays: -

 

Monday 20st to Friday 24th July and

Monday 10th to Friday 14th August

 

8 to 14 years – 10am to 3pm

5 to 7 years – 10am to 11.55am

 

Full day sessions cost £8 per week or £2 per day

Half day sessions cost £6 per week

13 MAY - WIND IN THE WILLOWS CANCELLED

 

Due to poor ticket sales the performance of "The Wind In The Willows" at the Village Hall on Friday 15th May has been cancelled.

 

The play was promoted by Harthill Carnival Society as part of its fundraising effort for this year's Carnival. It has been a long time since live events of this nature were staged at the village hall and it was strongly hoped that more would follow. The particularly low level of interest in this production means that this will not now happen.

 

Apologies to the people who did buy a ticket. Everyone will receive a full refund.

12 MAY - NEW PARISH COUNCIL CHAIRMAN 

 

 

Councillor Joy Pattison has been elected as the new Chairman of the Parish Council for 2009/10. 

 

 

Joy succeeds Ian Lloyd who has been Chairman for the past 5 years during which there have been many achievements for the Parish. We thank Ian for his excellent work and wish Joy every success while in office.

The Finance Committee meeting scheduled for Tuesday 7th April has been CANCELLED.

 

The Parish Council meeting scheduled for Tuesday 14th April has been POSTPONED. It will now take place on Thursday 16th April - 7pm at the Village Hall

15 MARCH - KISSING GATES INSTALLED

 

Broken stiles have been replaced with kissing gates on Glebe Avenue and the footpath at the entrance to the showfield. These link up with the original kissing gate on Manor Road. Further gates are soon to be installed on Thorpe Road and at Woodall.

10 MARCH - ACTIVE ALWAYS CLASS FOR HARTHILL

 

Always Active is a gentle physical activity programme delivered through NHS Rotherham and RMBC Sports Development by fully qualified instructors.

 

The Parish Council, in conjunction with RMBC and NHS Rotherham, is sponsoring an Active Always 50+ Class to commence in April.

 

The exercise class will commence on Thursday 23rd April and will run for 10 weeks at the village hall.  The class will run from 11.45 until 12.45 each week and will cost £2 per week although THE FIRST TWO WEEKS ARE FREE!

On the 28th February a plaque was unveiled by the Rt. Hon. Kevin Barron, MP for Rother Valley, on the wall of the old Schoolroom. John Varley was initially Clerk of Works and later Resident Engineer for the construction of the Chesterfield Canal from 1769 until
