Minutes of a meeting of Letwell Parish Council held at the Village Hall on the 31st of October 2011 at 7.30pm.

The minutes of the previous meeting were read and confirmed.
Matters Arising: 187/11 The council agreed to renew the annual contract with RMBC to bait the village pond with rat poison. 188/11 The council decided not to take any immediate action over replanting the dead rowans on the Ramper. 189/11 The clerk reported that difficulties had arisen with the running of the new parish council website, and he hoped that RMBC would be able to resolve the difficulties. 190/11 The clerk had spoken to the recycling unit at Rotherham to speed up the emptying of the bottle bins on the Ramper in future. 191/11 Members reported on the meeting with planning director Karl Battersby, who had apologised to the parish council. The dept had undertaken to speak to the applicant about screening the balcony overlooking a neighbouring garden. 192/11 Public rights of way had denied spraying the bridleway beyond the church with chemical weedklller.
Correspondence: 193/11 The new arrangements over RMBC maintainence of parish council land would not affect the village. 194/11 The council decided to take no action over an invitation to join the RMBC/parish council working group. 195/11 The clerk reported that the half yearly precept of £787 had been paid into the council's current account.

AOB: 202/11 The council decided to deliver a note to all householders warning of the increased threat of crime following recent incidents in the village. 203/11 The clerk was instructed to press RMBC over the need to re-install street lighting on Gildingwells Road after the theft of the overhead power cables providing the supply..

Present: Chris Cooper, chairman, Steve Woodward, Jenny Straw and Martyn Sharpe.

Mattters Arising; 171/11 The rats continued to be a problem at the village pond, but RMBC were still baiting the site. 172/11 The public rights of way dept had installed two large boulders at either end of Barker Hades road on the grounds of public safety, thereby closing off the track to all but walkers and horse riders. 173/11 Two of the rowans appeared to have died on the Ramper, and would be replaced during the winter.
Correspondence: 174/11 Auditors BDO had approved the council's accounts, and remarked that they were being kept in good order. 175/11 RMBC had finalised setting up a website in the parish council's name. 176/11 The election office at Rotherham had detailed the costs for the election in May which amounted to £67.24p in total. 177/11 the council acknowledged receipt of £101.65p in respect of the income generated by the recycling bins on Ramper Road. 178/11 SYPTE wrote providing details of the revised bus service which would run four times a day to and from Rotherham. 179/11 The parish council welcomed the news that the village would become a conservation area as part of the LDF proposals.

AOB: 185/11 The council decided after much discussion to seek a meeting with planning director Karl Battersby over the dept's mishandlng of the planning application for the demolition and rebuilding of no 2 Gildingwells road, which had resulted in the parish council being seriously misled over the increase in the xize of the property by some 43 per cent. 186/11 The clerk was asked to seek clarification from the public rights of way dept over the spraying of chemical weedkiller on the bridleway leading out of the village towards Dinnington.

Minutes of a meeting of Letwell Parish Council held at the Village Hall on the 23rd May 2011at 8.45pm
Present: Chris Cooper, chairman, Jenny Straw, Steve Woodward and Martyn Sharpe.
The minutes of the previous meeting were read and confirmed.
Matters Arising: 158/11 The clerk reported that RMBC had been asked to deal with a noticeable increase in the number of the rats at the village pond. 159/11 A small work party would be re-staking the trees on the Ramper which had been badly affected by the high winds and the lack of rainfall. 160/11 Public rights had placed an order for limestone boulders to seal off the end of Barker Hades Road to through road traffic and quads. The council welcomed the move which would safeguard walkers and horse riders using the route.
Correspondence: 161/11 The clerk reported that AON had reduced the council’s annual insurance premium from £566 to £480 to avoid losing the account altogether. 162/11 Members were reminded to complete and return the expenses form following the parish election on May 5. 163/11 The clerk read out the internal auditor’s internal review which said that the accounts were being were being kept to a high standard and in good order. Members approved the annual return and annual governance statements items 1-9. The risk assessment and the effectiveness of the internal audit were also reviewed at the same time.

Any other business: 167/11 The clerk was instructed to contact PC Rhodes once more about the danger of unlicensed, uninsured off road bikers tearing through the village at weekends. 168/11 The council decided to re-stain the three benches within the village. 169/11 Members agreed that a letter should be sent to Royal Mail regarding the continuing decline in the postal service, which meant that the morning delivery now arrived at lunch-time and even later some days.
